Lightroom 5.3: Export with resize to fit short edge exports full size instead. Just ran into this bug trying to upload an image to Flickr. You'd think this would be the kind of thing QA would catch. Wow.

The fix, if Lightroom export resizing doesn't work for you is to uncheck the "Don't Enlarge" checkbox on the Export dialog.
